What pipe is this? Why is it dangling loose?

    AFAIK, this is called Battery breather tube. When a battery is charged and discharged, water contained in the electrolyte is decomposed, generating hydrogen and oxygen gases. These gases are vented out of the battery through the exhaust vent tube to prevent potentially damaging high pressure gas accumulation and thus preventing explosion.

    This is very obviously seen in motorbike batteries if you remove the side cover.

    No not the battery breather. That's commonly seen on some bike batteries etc.

    This is the battery-tray drain. If by any twist of fate, the battery leaks into the tray , this pipe will safely drain that acid into the ground below rather than on any part of the engine/chassis.
