Normally bubbles will occur if the painting is not done in complete vaccumm. In a good body shop they have a vaccumm chamber to do the painting. However, they normally do not use it for small painting jobs like panesl / bumpers etc., other than if they are doing the whole car or a good portion of it. In a factory the painting is done completely in a vaccuum and chances of issues with base painting are very less.
My question here is did you notice any difference in painting during your PDI? There is always possibility that the dealer could have touched up the paint if any small transit damage has occured. This is quite common in cramped yards where the vehicles gets scratches during movement.

Today I got my beauty back after waiting for 6 days. the issue has been thoroughly cleared by the concorde bodyworkshop team under warranty.
