I have Meguiar's quick Detailer, Formula 1 Rubbing Compound and Amway Car polish. Will any of these help?

Yes - they should do the trick. I am not familiar with the amway car polish, but I hope it is of medium cut (less abrasive). First, use QD to moisten the area and possibly it will help loosen the stains a bit.

Relativity I have been using Formula 1 Liquid rubbing compound for all such purpose & it is very mild on your paint & good in removing those scratches & those small dot sized things on your paint. As it being very mild, you may have to do that extra work of rubbing it for quiet some time. But trust me it has yielded excellent results for me.

My house is next a construction site for apartments and it takes less than 15 minutes for the car to be covered in thin dust, after I finish shampooing it.
Is it possible for me to wax it somehow or should I just take it to 3M or a car detailer? I have got the 3M paint protection done so it doesn't need a wax that badly but I end up using ONR or a shampoo at least twice a week so been thinking of applying a coat of Collinite 845.

To remove scratch, these are 3 suggestions:
    1. Complete repaint from FIAT or any other paint shop. This is expensive but it is the perfect fix.
    2. If its a very minor scratch then you can try rubbing compound and merge the paint in the scratched area. The result will depend on how deep is your scratch.
    3. You can get com-paint and and paint it yourself. But I don't think oceanic blue is available as of now. This is cheap and effective solution. I did it from my car.
